[21] Traditionally, Uruguay has been a country with low carbon emissions per gross domestic product; in other words, individuals have used much less energy per person than the average Latin American. While Argentina and Chile, for example, consume around 1,000 and 1,200 Tons Per Oil Equivalent (toe) per habitant per year, respectively, Uruguay only consumes around 600 toe per capita. See;
